Relationship with China?

According to Ehime Shinbun Ukeru-Magosaki who was former a diplomat gave a lecture on a relationship with China at Matsuyama University. Allegedly, it’s important to avoid a dispute as making like a community. Japan and China need a new relationship together…

For what? Does he really former a diplomat? I wonder why he doesn’t give a lecture on relation with Japan at China. Series of problems are made by Chinese provocation therefore it’s really meaningless like his comments. I’m strongly anxiety about like his existence.
